METROPOLITAN WATER DISTRICT Pre-1994 Multi-Family Property Toilet Replacement Program


The Metropolitan Water District (MWD) has adopted a program to provide incentives of up to $250 per toilet for replacing toilets using 1.6 gallons or higher per flush and installing premium high-efficiency toilets in commercial and multi-family housing properties built before 1994.


Funds are limited, and eligibility is only for properties built prior to 1994 that had not previously participated in a toilet rebate program.


A 100% pre-installation and post-installation inspection is required.


No application submission is needed; Altius will do all the legwork for you.

Application process

  • Multi-family properties constructed prior to 1994 with two or more units are eligible to apply.
  • Tax assessment documents are required to show that the building was built before 1994.
  • Applications must be submitted by property owner, property management company or project advisor/consultant.
  • Contractors are not able to apply directly for rebates.
  • Properties that have previously received a rebate for a toilet in any dwelling unit are not eligible to participate in the program.
  • Applications must indicate the following:

        1) the number of toilets potentially eligible for retrofit,

        2) the total number of toilets on the property,

        3) the total number of dwelling units at the property, and

       4) contact information for the point of contact to schedule/coordinate pre-installation inspection appointment;                 must be property owner or property management company representative and not contractor.

  • Pre- and Post-Installation Inspections
  • Metropolitan will conduct 100% pre-inspection on all dwelling units in the complex/property.
  • Only toilets inspected by Metropolitan will be eligible for the rebate.
  • Contractors or others (e.g., advisors or consultants) assisting applicants must ensure the applicant understands all inspection and program requirements.
  • The pre-installation inspection must be completed by Metropolitan prior to work commencing.
  • If a pre-inspection is not completed, the application will be void.

  • Final reservation amounts will be determined by the results of the pre-installation inspection.
  • Applicants will be required to confirm changes to the final rebate amount within 14 days after pre-installation inspection is completed.
  • Projects not completed within 90 days of project approval will be canceled.
  • A post-installation inspection will be mandatory prior to payment.
